A ₹1,800 Crore LPG Corridor From PNGRB

Dilip Buildcon Limited (DBL) has formally received the Grant of Authorisation from the Petroleum and Natural Gas Regulatory Board (PNGRB) for an LPG pipeline project connecting Paradip in Odisha to Raipur in Chhattisgarh. This formal award follows a Letter of Intent received on September 9, 2026. The Engineering, Procurement and Construction (EPC) component is valued at ₹1,800 crore, excluding GST, and represents a substantial entry into the energy logistics segment.

For a company with a market capitalization of ₹6,510.79 crore, this single order accounts for approximately 27.6% of its total market value and 20.6% of its TTM revenue, reinforcing its shift toward high-value infrastructure beyond traditional road building.

Key Terms of the PNGRB Authorization

  • Exclusive license granted for a 25-year operation period post-construction
  • Pipeline will transport LPG to bottling plants of various Oil Marketing Companies
  • Project replaces existing road-based transportation via tankers to enhance safety
  • Revenue to be generated through regulated pipeline transportation tariffs
  • DBL will not be engaged in the procurement, trading, or sale of LPG
  • EPC works to be executed over a dedicated 36-month construction window
  • Infrastructure will be operated as a Common Carrier for eligible OMCs

Sustained Order Win Momentum in FY27

The PNGRB award joins a series of significant wins for DBL during the current fiscal year. In late September 2026, the company was declared the L-1 bidder for a ₹688.23 crore NHAI elevated corridor in Maharashtra and secured two intra-state transmission projects valued at ₹1,151.47 crore and ₹1,265 crore respectively. Earlier, in July 2026, it bagged a ₹2,524.32 crore canal pipeline project in Chhattisgarh.

As of June 30, 2026, the company’s consolidated order book stood at ₹27,691 crore. These diverse wins across transmission, water resources, and energy pipelines indicate a strategic broadening of the company's technical capabilities and reduced reliance on the Roads & Highways sector.
